Does the elecom mouse util work under macos high sierra?

Can't say for sure as I use Windows, but it's detected as a big standard USB mouse.

can a logitech receiver work with this mouse

No , however it comes with it's own usb receiver. It's a super mouse . If you meant can you use a Logitech keyboard in conjunction with elecom mouse then yes , run this very setup.

Looking at this vs kensington orbit wireless mobile trackball mouse. is it better to control ball with thumb or fingers?

it is designed so that your hand fits comfortably on top of the mouse, your thumb operates the wheel & your fingers operate the buttons.
